OEKO-TEX®The association routinely updates testing standards and limit values ​​at the beginning of each year. In 2026, the standard update will be significantly enhanced, and a number of key indicators will undergo important adjustments, which will officially take effect on June 1. This update focuses on PFAS control, new restrictions on hazardous substances, optimization of certification processes and other dimensions, which directly affects the compliance certification of textile, leather and other related products. Companies need to grasp changes in a timely manner to avoid the risk of certification failure.


Change 1: PFOS limits have been significantly tightened
The limit value of PFOS (perfluorooctane sulfonate) has been tightened to 1 mg/kg. This standard is simultaneously applicable to the two major certification systems: STANDARD 100 and ORGANIC COTTON.
This means that fabrics using fluorine-containing waterproofing finishing processes, even the relatively safe C6 waterproofing agent commonly used in the industry, may exceed the standards under the new standards. At present, most dyeing factories and finishing companies are still using fluorine-containing solutions. After June 1, related products may not pass certification audits.

Change 2: Bisphenol S is included in leather standard control
Bisphenol A (BPA) control has been implemented for many years, and the new regulations in 2026 will further include **Bisphenol S (BPS)** into the LEATHER STANDARD leather standard limit control system.
Bisphenol S is the main alternative to bisphenol A, and a large number of companies have switched to BPS after phasing out BPA. This time OEKO-TEX has brought it under control, and leather and artificial leather fabric manufacturers need to focus on checking the compliance of raw materials and additives.

Change Three: Exception Processing Process for Total Fluoride Content
This is the most talked about process adjustment in the new 2026 regulations.
The new regulations clarify that if the total fluorine content of a product exceeds the limit value, but the company can prove that the fluorine element does not come from PFAS substances (such as from other non-PFAS fluorine-containing additives), it can apply for an exception permit. The application process is more stringent, and complete production documents must be submitted, clearly marking the specific non-PFAS substances that caused the detection of fluoride. After approval, the certificate will be attached with special clarifications.
This adjustment provides a compliance appeal channel for companies developing fluorine-free waterproofing alternatives.

Change 4: Two new SVHC substances of very high concern are added
Two new SVHC substances of very high concern have been added to the STANDARD 100 certification. The limit value is set at 1000 mg/kg. The specific substance name and CAS number can be found in the limit value document on the OEKO-TEX official website.
Enterprises engaged in the production of functional fabrics, especially products involving antibacterial, flame retardant, UV protection and other post-finishing processes, should check the additive formulas one by one and investigate the risks of new substances.

Change 5: Adjustment of update frequency of some certifications
The three major certification renewal cycles of STeP (sustainable production certification), MADE IN GREEN, and RESPONSIBLE BUSINESS have been adjusted to once every two years. Standard updates and audits will not be carried out in 2026.
For companies that have obtained the above certifications, there is no need to re-audit this year, but STANDARD 100 and ECO PASSPORT certifications still maintain annual update requirements, and compliance management must not be relaxed.
